Why the Absence of Hijab Became So Politically Powerful

If clothing cannot determine political ideology, why has women without hijab in Iran become such a powerful international symbol?

Because compulsory dress regulations make clothing politically significant.

When the state regulates an individual’s appearance, refusing that regulation becomes more than a private fashion decision.

The same piece of clothing can therefore carry different meanings depending on context.

In a society where hijab is voluntary, a woman without hijab is simply a woman without hijab.

In a society where the state requires it, the same appearance can be interpreted as an act of noncompliance.

That is the structural reason the image became politically powerful.

The Difference Between Legal Change and Social Change

Another important distinction concerns the difference between laws and social behavior.

A government can maintain a law.

Society can nevertheless change.

The existence of mandatory hijab legislation does not necessarily mean every person complies with it in the same way.

Likewise, visible noncompliance does not necessarily mean the law has disappeared.

This distinction matters when interpreting photographs from Tehran.

A street photograph can show social behavior.

It cannot by itself prove a change in legislation.

Nor can one photograph establish how widespread that behavior is across Iran.

Responsible journalism must therefore avoid transforming individual images into universal claims.
