Early Life and Education

Seyyed Mahmoud Alavi was born in 1954 in Lamerd, Fars Province. His academic pursuits led him to acquire a PhD in Islamic jurisprudence and law from Ferdowsi University in Mashhad, one of Iran’s most prominent centers of Islamic scholarship. His scholarly background in Islamic law and jurisprudence has provided him with religious credibility, which he has leveraged throughout his political career.

Political Career and Key Positions

Alavi’s career is characterized by his close ties to Iran’s security establishment and conservative political factions. He served as Iran’s Minister of Intelligence from 2013 to 2021 under President Hassan Rouhani, a period marked by significant internal repression and controversial human rights practices.

His tenure as intelligence minister was marked by key roles in suppressing dissent, controlling civil society, and managing internal security. He was also involved in military and security affairs, serving as head of the political and ideological body of the Iranian Army, appointed by Iran’s Supreme Leader, Ayatollah Ali Khamenei.

Other notable positions include serving as a deputy defense minister and representing Tehran in the Iranian Parliament (Majlis) during the terms of presidents Rafsanjani and Khatami. His political alignment is conservative, and he is considered close to Mohsen Rezaee, a prominent conservative figure and former commander of the Islamic Revolutionary Guard Corps (IRGC).

Human Rights Violations and Controversies

Alavi’s tenure as intelligence minister has been marred by numerous allegations of human rights abuses. Reports from human rights organizations accuse him of orchestrating the detention, torture, and killing of protesters, as well as persecuting religious minorities like the Baha’i community, and suppressing civil society activists.
