Deutsche Welle reported on September 9 that Iranian authorities had increased pressure on cafés, with officials concerned that cafés could become gathering places for anti-government sentiment.

Other reporting has described café closures and restrictions in central Tehran.

Iran International reported in July that several cafés on Sanaei Street were sealed, while other physical features associated with café gathering spaces were subsequently removed.

Al Jazeera also reported that cafés and other social and cultural venues had faced closures in Tehran and other Iranian cities.

Against that background, the existence of groups sitting outside cafés on September 11 becomes more significant.
