By ensuring that the public and civil society are involved in dialogue about foreign relations, Zarif can work toward building an informed citizenry that supports diplomatic engagement.

The portrayal of efforts to improve international perceptions can also help bolster public morale. Engaging key opinion leaders within Iran to endorse diplomatic initiatives can create a ripple effect of support within the wider public.
